Twelve towns, 21 roads, from a forest village to the river city of Kingsreach. Each town makes what its land allows, wants what its workshops need, and has a lord who decides what to do about it.
Above the lords sits a king, with a character of their own (cautious, generous, greedy, warlike or merchant). The crown takes a share of every tax paid in the land, a greedy king nudges taxes up and a generous one nudges them down, and when a town rises against its lord the king sends soldiers to the lord side. If three towns rise during one reign, the king falls and a new one takes the crown with an empty treasury. Lords stay until their people lose patience, and face an election after twelve days at the latest.
Forest village. Timber everywhere, fancy goods scarce. Has a stable.
